In a court hearing Wednesday, a Virginia prosecutor said seven deputies lay across Irvo Otieno while he was handcuffed face down to the floor.

Virginia State Police arrested seven Henrico County Sheriff’s deputies Tuesday who are each charged with murder for the death of a 28-year-old man.
